The membership year for a P&C Association is from the close of one AGM until the close of the next AGM.

Membership fee is due at the AGM. People who meet the membership criteria can join at any meeting throughout the year or even between meetings by paying the membership fee.

A person who pays at a meeting or between meetings is not considered a member until the meeting closes and the member register is updated. So, for the next meeting, they are a financial member and can vote, move or second motions, and enter into debate.

To stop the stacking of a meeting is the reason that a person cannot come to a meeting pay membership and vote. This is why under the constitution, the membership register is deemed to be updated at the end of a meeting and why they are not considered a member until the next meeting.
